By keeping the service entirely free and reliable, Washington ensured that global hardware manufacturers—from Apple and Samsung to Boeing and Garmin—built their products around US military signals. This established an architectural monopoly that embedded American technological standards into the very fabric of global commerce.
A 2019 study commissioned by the US National Institute of Standards and Technology calculated that GPS had generated over $1.4 trillion in economic value for the private sector since its commercialization. The direct dividend to American tech giants through software apps, logistics platforms, and chip manufacturing far outweighs the Pentagon's annual maintenance budget.
Offering a free global utility bestows massive strategic leverage. The Pentagon maintains ultimate physical control over the satellite ground control stations located in Schriever Space Force Base in Colorado, Kwajalein Atoll, Ascension Island, and Diego Garcia. In moments of localized geopolitical conflict, the US military retains the technological capability to selectively jam or degrade civilian GPS signals over targeted geographic zones while keeping military signals encrypted for allied use.
This reality has prompted competitor powers to spend tens of billions developing their own independent constellations. The European Union built Galileo, Russia operates GLONASS, and China deployed its Beidou network. China's Beidou system now boasts more active satellites than GPS, offering rival nations in Asia, Africa, and the Middle East an alternative to American space dominance. Today's modern smartphone chips are multi-constellation receivers, picking up signals from all four networks simultaneously to achieve millimeter-level accuracy.
Despite these emerging alternatives, the original US decision to offer GPS free to humanity remains one of the most successful soft-power initiatives in modern history. By footing the bill for global navigation, Washington converted a Cold War weapons guidance tool into the invisible spine of 21st-century civilization.
